MUNICIPAL / PLAN CHECK EDUCATIONAL REFERENCE
Secure Dumpster: City Plan-Review Navigation Guide
A practical map to the standard enclosure drawings, signed structural sheets and calculations—plus the site information an applicant typically must provide separately.
This is a vendor-provided navigation guide, not a municipal endorsement, an approved standard plan, a substitute for code review, or a site-specific engineered approval. The local authority retains all permit and inspection decisions.
What this standard package actually contains
One reusable six-sheet architectural file (CS, A1–A4, D1), the original digitally signed Wynn Engineering structural drawing set S0, S1.0, S2.0, S2.1, and an unchanged 31-page signed calculation book. All authorized customers receive the same file versions. Buyer, address, selected model and individual physical-enclosure license are recorded separately.
Architectural-to-structural mapping: SD-D / A1 ↔ structural Option A; SD-RD / A2 ↔ Option B; SD-S / A3 ↔ Option C; SD-R / A4 ↔ Option D. Details D1 are architectural gate/trim references; the structural sheets govern the structural design and connections.
Critical limitation: the standard signed Wynn engineering applies only within its stated scope/design criteria and site constraints. Do not assume a retrofit automatically qualifies because an existing masonry enclosure is shorter or narrower than a published maximum. The responsible qualified designer must evaluate existing CMU, footing, anchorage and local hazards; the authority may require site-specific engineering.
Plan-check navigator: where each answer belongs
The table points a reviewer to existing documents. It is not a statement that every checklist is already fulfilled for every property or city.
| Review topic | Question to verify | Look here | Applicant / reviewer action |
|---|---|---|---|
| Project + local eligibility | Site address, scope, parcel/site plan and AHJ permit/approval path. Confirm 2025 CBC and local amendments where applicable. | Applicant/site designer; local authority | Applicant site plan plus project-specific documentation (not supplied by reusable standard PDF). |
| Architectural configuration | CS identifies the package; A1 = SD-D, A2 = SD-RD, A3 = SD-S, A4 = SD-R; D1 gate/trim. | Steel Building USA standard drawings | Select the right option and add location-specific documentation. |
| Structural design basis | S0 design basis, material specifications, engineering scope and limitations. | Original signed Wynn structural sheet S0 | Compare actual project hazard and soil inputs to every governing limit; request designer review if outside. |
| Structural option and foundations | S1.0 options A–D framing/foundation layouts and applicable schedules. | Original signed Wynn structural sheet S1.0 | New-build foundation tier depends on verified site parameters; existing retrofit structural support must be qualified. |
| Connections and anchorage | Signed connection details, new-build foundations, structural framing, retrofit anchors and gates. | Original signed Wynn sheets S2.0/S2.1 | Check each callout and structural sheet against the architectural option. No field improvisation. |
| Engineering support | Structural analysis and loading assumptions. | Separate original signed Wynn 31-page calculation book | Supplied unchanged; additional site-specific engineering if required. |
| Existing enclosure review | Existing CMU wall geometry, adequacy, anchorage substrate, supporting footing and actual field conditions. | Applicant / qualified structural reviewer | Required for retrofit qualification. Dimensional maximums alone are NOT approval. |
| Site services and constraints | Stormwater routing, refuse truck access, container capacity, accessibility, fire, zoning/setbacks, planning and landscape. | Applicant, hauler, local departments | Jurisdiction-dependent; the standard structure does not settle every local site issue. |
| Permit submittal and signature | Local e-plan portal vs signed/wet-stamp preferences, professional licensure, sheet sizes and adopted codes. | AHJ | Confirm format BEFORE submission; preserve original signed engineering files. |
| Inspections and closeout | Inspection notes on S0 plus any conditions from the AHJ; approved field deviations, as-builts and approvals. | Approved inspector/permit authority | Do not infer no special inspections solely from this general guide. |
The five questions to ask before submitting
- Where is the enclosure? Identify full address, site plan, setbacks, drainage, nearby fire exposures and hauler access.
- Which design option is proposed? State SD-S, SD-D, SD-R or SD-RD and the matching structural option A–D.
- Do the signed engineering assumptions fit this site? Review actual hazards, soil/support, wind, snow and structural limitations on S0/S1.0; seek additional analysis when outside scope.
- What is existing? For retrofit, obtain responsible professional verification of CMU and support conditions, not just a field dimension.
- What additional approval is required? Confirm adopted code, document formatting, fire, accessibility, hauler capacity, stormwater controls, inspections and locally required professional signatures.
Why local checks matter
California’s 2025 Title 24 standards took effect on January 1, 2026. Local jurisdictions can have additional conditions. As examples rather than universal requirements: City of Ventura’s published trash-enclosure guidance addresses roof cover and stormwater runoff; City of Tustin’s guidance calls for a solid roof/awning along with masonry screening and other site-specific requirements. A standard steel enclosure design must be compared to each jurisdiction’s full checklist.

City standardization or multiple sites?
Steel Building USA offers standardized enclosure planning materials and can discuss a limited municipal pilot with separately registered physical enclosures and defined licensing terms. A pilot is a proposal for evaluating and coordinating a repeatable system, not automatic citywide approval or a substitute for procurement, site permits, agency review or local licensed engineering.
For a project submission or reviewer inquiry, share the proposed site address and model, location/site plan, applicable plan-check comments and whether this is new construction or an existing CMU retrofit. We can identify which standard document addresses a question and route out-of-scope details to appropriate professional review. We do not overwrite or alter the signed Wynn PDF files.
